Can CIPP Be Used for Pressure Pipe? Why the Wrong Liner Fails Under Load

The Question Behind a Lot of Bad Specs

The question usually arrives late. A specification has been written, a budget has been set, and someone on the bid list reads the scope and realizes the line in question holds internal pressure while the product named in the document does not.

So, can CIPP be used for pressure pipe? Cured-in-place pipe is a gravity product. Put it in a line that carries internal pressure and the specification is asking a material to do a job it was not built for.

That sounds like a small distinction. It is the difference between a repair that outlasts the people who approved it and one that gets paid for twice.

The confusion is understandable. One word, lining, covers several products that look similar on a cut sheet and behave nothing alike in the ground. A plant engineer scoping a failing line is not usually a lining specialist, and the people bidding the work do not always volunteer that the document is wrong. Two Different Jobs, Two Different Liners

Start with what the pipe is being asked to survive.

A gravity line carries flow downhill. The load on it comes from outside: soil, groundwater, traffic overhead, the weight of whatever sits above the trench. A liner in that line has to hold its shape against external load and keep groundwater from getting in. It is a structural sleeve, and it is what CIPP does well.

A pressure line is the opposite problem. The force is on the inside, pushing out, and it does not let up. A liner there has to contain that force along the whole run, including through bends and at the ends where it ties in. That takes reinforcement, usually woven fiber built into the liner wall. The two applications side by side:

  • Gravity line. Sewer, drain, process waste, storm. External load. The liner resists collapse and infiltration, and it cures in place against the host pipe wall. Manhole, wet well, and structure rehabilitation usually belongs to this family too.
  • Pressure line. Water, oil, gas, process fluid, fire loop. Internal load, continuous, cycling with demand. The liner has to contain that pressure on its own, or share it with a host pipe that may be losing the ability to help.

That last point is what decides the product. A gravity liner leans on the host pipe. A pressure liner cannot assume the host pipe will hold up its end, because the condition of the host pipe is usually the reason anyone is lining it.

The Failure Shows Up Later, Which Is What Makes It Expensive

Here is what makes the wrong specification costly rather than merely wrong. A gravity liner installed in a pressure line does not fail on installation day.

It cures. It looks right. It passes the walk-through. The line goes back in service, the crew demobilizes, the invoice is paid, and the job closes out as a success. Months go by.

Then the line cycles. Pressure comes up and down with demand, a pump starts, a valve closes faster than it should, and the liner takes a load it was not designed to carry, over and over. What gives way first is seldom the middle of the run. It is an end seal, a bend, a service connection, somewhere the liner has to transfer load into something else.

By then the pipe is buried, the budget is spent, and whoever signed the specification is explaining it to people who were told the problem was solved. How Is the Right Liner Chosen for a Given Line?

By what the line does and what condition it is in. Service, operating pressure, diameter, bends, tie-in points, and whatever strength is left in the host pipe all factor in. A camera run through the line before the quote is what turns those factors from assumptions into measurements.

What Happens If a Specification Already Names the Wrong Product?

It gets raised before the bid closes, in writing, with the reason attached. Changing a specification at that stage is a revision. Changing it after a liner has failed in service is an excavation.

Getting the Liner Right Before the Bid Goes Out

Much of the cost of this mistake is avoidable at the specification stage, and avoiding it costs nothing. The line gets inspected, the service and the operating pressure get confirmed, and the liner gets selected against what the pipe actually does rather than against the last lining job the facility ran.

An engineer who has to defend a contractor choice later is better served by a bidder who reads the scope closely and says so than by one who prices it as written.
